White growth on heater?

I'm working on cycling my tank, still waiting for nitrites to show up. I noticed a white growth on the glass of my heater. There are two patches of what looks to be fuzzy stuff, almost like a spiders nest. They're both about 2 inches long and 1/4 of an inch wide. I looked around the rest of the tank and I don't see it anywhere else. I have the tank at about 82 degrees. I guess I should also mention I'm using well water and it does have a trace amount of nitrates in it. Any idea what this stuff is?

The tank is also cloudy, but from what I understand this is a part of the cycling process.
