75 Gal Tank

I have a 75 gallon tank with a Yellow Tang, 1 Colwnfish and a snowflake eel. My Tang is looking sick (lost color and has a red rash on snout) but the others are fine. I am feeding him green seaweed. I cycle the water every 1 1/2 mos. I also have never tested the water for anything.

I built my 75 gal tank into my livingroom wall so want to purchase fish and crabs that are colorful, hardy and compatable.
Although, I think I need to get better at this before I purchase too many fish.

My question(s): What in-expensive ($20-$30) test kit should I purchase?
Am I cycling the water enouph?
What type of fish and crabs do you suggest?
Would plants or live rock benefit my fish?
I have looked at many sites on the net but I was looking for some advice from "a real person".

8 Months, no live rock, the snowflake and Tang have been in for 7 1/2 mos and the Clown 4 mos.
