Bubble tip anemone tentacles not sticky

Hello all,
My bubble tip anemone doesn't have very sticky tentacles right now, and I'm not sure if it's just because he's not hungry or what. My tank parameters are perfect:
Ph: 8.2
Ammonia: 0
Nitrite: 0
Nitrate: 5

What's causing this?

A healthy anemone should be sticky. How long has it been like this? What kind of lighting is over the tank? How big is the tank?

It's been like this a couple days, I have two intellesun 170 Watt LED modules over the tank (white 10,000 k, actinic blue, and purple) , and the tank is 90 gallons. (clearly the lighting is powerful enough)

Well, that shouldn't be the issue depending on the intensity they are set at.
