Chocolate chip starfish

I need help figuring out what to do to help my starfish. There was a spike in Nitrates and Iíve been doing a 25% water change for the last month every week. Itís eating krill shrimp and still functions all over the tank but just looks really bad. Any advice would help.....Click image for larger version

I donít see anything wrong. When a starfish isnít doing well theyíll simply melt away.
