I would run the tank at about 28/82* empty for a week add 1 table spoon for 5 gal fresh water salt,then slowly add new fish,is this a brand new tank?

This is not freshwater ich, none of this applies.

This has been set up for a while now but the velvet thing has crashed the tank so we are trying to get it all out! And we are just asking how to get all of this thing out. We know we have to replace the sand and the rocks but we want to know how to really really clean the tank inside.

So do you guys think if we just take the rocks and sand out and clean everything really good and let it sit with nothing in it for about a week or 2 that it would kill this velvet?

You would have to let the rock and sand completely dry out, plus then re-setting it up would have to cycle it again, by this time you are at 6 weeks or so, why not just leave it running without fish for 8 weeks instead of tearing it apart, then you could have a QT with a fish in it while this is going on. Observe fish in QT, treat if any sign of disease, then at 8 week mark put in DT and get another fish for QT.

But if we just let it kill its self it might come back. If we just start over I do not think that it has a chance of coming back?

If you research the life cycle, leaving the tank empty with out a host it dies. If you do that or empty the tank, let it dry out and use new sand and dead rock, QT anything live (rock, fish, inverts, coral, etc) for a minimal of 6 weeks, then yes, you will most likely be rid of velvet. If you start over, throw two more clowns in that have velvet, ich or something worse, you will be back where you started. Someone has on their signature..."the only thing that happens fast in saltwater are disasters"... It is very true. Sorry there is no fast, easy answer.
