cowfish with pimples

A newly aquired yellow spotted cowfish has been showing signs of suspected ich,so i have him in QT.Now he has what seems like water filled pimples all over and has been trying to swim in front of current from a power head.Any help ? TIA

Any chance you can get a pic? Do the white things fall off and then come back? Ich will look like grains of salt.
Do they look more like blisters?
