Do the white tips mean this coral is dieing or growing?

I believe they mean growth.

Just the tips means growth, if the whole thing is turning pale or white it could be dying. What color is the mother colony?

When I bought it they said it was supposed to be blue but I haven't seen any colors at all. Do they come later?

That's montipora digitata. There is no blue based version. There is a blue polyp one but the blue will only show up in high light. I have a purple digi that was brown like that when I got it but now is covered in purple polyps and the new growth is purpleish white.
