EMERGENCY in a 30g

My new lionfish (2 inches) recently died because I couldn't get it to eat. Or so I thought. That was about an hour ago. But my snowflake eel (12 inches) is acting majorly weird too and just threw up a lot of food. Usually he's at low hiding but now he's watching the surface in the top rocks! But here's the scary part, I can't find anything wrong with my water!

Nitrate = <5.0
Phosphate = <5.0
Ammonia = < 0ppm
Temperature 23.3 degrees Celsius

Just did a 5g water change on the 30g
Any ideas?! The few corals I have seem to be alright. Is it a sickness possibly?

Ps. I know a 30g is too small for medium to adult of these two creatures, but while waiting to upgrade my tank I researched many successes at keeping them at least six months in the tank as juveniles.
 
I think I might've been a little unclear, I got my volitanlionfish 3 days ago and couldn't get him to feed
 
The lion or the eel is doing ok now? Is this a new tank? I so, how did you cycle it? Tell us more about the set up, filtration?
