Help me save Horn the clownfish's life!

I have a small pre-made aquarium tank (about 30Litres) for about 2 months now and in it I have 2 clownfish, a coral banded shrimp and some hermit crabs.

One of the clownfish, the male, always swims/floats at the surface in the back corner of the tank. At first I thought he must just be shy but he very rarely moves from this position and looks very depressed! I have read that clownfishes swimming level is the middle to the bottom of the tank, so I am wondering what could be wrong?

All my pH, nitrite/nitrate levels etc seem fine. Is my clownfish sick?
 
What are the test results? Numbers please.

Do the clowns hang out together? If not, where does the other hang out at?
How big is the coral banded shrimp compared to the clowns?
Does the coral banded shrimp seem possessive of the tank?

You have a small tank. Coral banded shrimp sometimes can be pesky to fish especially in a small tank.

If you are concerned about illness, watch for signs of illness such as scratching, slothy slimy appearance, labored breathing or gasping at the surface, difficulty swimming, lesions, red streaks, white spots, fuzzy growths, inflammed gills, white or red stringy poop, and refusal to eat.
