HELP Trumpetfish acting strange!!

I have a trumpetfish (Aulostomus chinensis) in a 30 gal tank. He is the only fish in there. Today he as been acting very weird. He has been lunging at nothing and flickering around the tank like he is have a seizure. Now he sitting on the bottom of the tank breathing hard. Ammonia is 0, Nitrite is 0, and Nitrate is 40 ppm. There is no visible spots but on the top of his body his scales look like they are rubbing off a little. What can I do? Help!
 
Well for one, Trumpets do not typically acclimate well so that should be questioned first? Secondly, this fish exceeds 1.5ft and a 30g will not cut it in the long run. How large is the animal you obtained? Are there any tankmates? This animal does have a strict fish/crustacean diet and difficult to wean onto prepared foods. I'm off for the night, but you can pm me if needed regarding their overall care.
 
Also, is there any stray electric current in the tank? What is your pH?
