is my hermit crab molting?

On a rock there is what appears to be a hermit crab without shell. It is moving around in once place. I don't see the shell anywhere, but I do have some empty shells that I placed in there. Should I on of those shells beside it? Do hermit crabs molt?
 
Yes they do molt. Not sure what he is doing now. Either molting or looking for new home.

I agree, are you sure you have shells big enough? I believe the way to jusdge is to get a shell with a bigger hole than the last one. It doesn't really matter if the shell is bigger, if the hole isn't, he won't be able to get in....
