Lionfish cant swim?

I've had him for about 2 weeks now but I never see him swimming. My yellow tang and clown fish swim perfectly. Every time I drop food for him he has to put so much force just to swim :/ Is this normal? Idk if my 700 power head might be to strong for him? Water parameters Ph 8.00 ammonia 0 nitrite 0 nitrate 40 yes I know that pretty high I'm doing a 25% water change tomorrow.
