Possible ich?

My purple doty back has some white spots on him but I don't know if it's ich or possibly velvet. I have medicine on hand but I'm hesitant to use it unless I'm sure he's sick. They're not hard white spots, it's almost like it's in his skin, or scales if you will, so I'm wondering if it's naturally like that. He's new to the tank so I'm not sure. Like I said I have medicine, but in my 5 years experience I've never dealt with any fish disease at all so that's why I came to the boards! I got some really good photos! (thank you Samsung Galaxy S5)

really cant tell from picts but if you do treat make sure not to do it in display tank use a QT
 
Unfortunately I don't have one set up. I do have an old ten gallon tank, but it's dry and in storage. Which means no bio filter, rock, skimmer or anything. All I have for it is a hob filter and a heater and some CFL bulbs.

Doesn't look like ich. Ich is usually small dots, almost as if air bubbles are stuck to the fishes scales.

All you need is tank, hob, pvc pipe for them to sleep in. Nit much needed for QT I am in the same boat. Right now. Just set my tank up.
