puffer fish possibly sick

i just got a Hawaiian blue spot puffer and it was doing fine for awhile but now is resting on the bottom of the tank with its top fin folded over to the side i cant find anywhere whether this is good or not i have heard that they will occasionally "pout" but im not sure if this is the problem my water is in perfect condition and i took a whole hour to acclimate him before releasing him into he water

Post some hard numbers please on your water test results. Is he eating?

well hes only been in the tank for 45 min. so im not gonna try feeding him just yet and as far as my water the salinity is at 1.022 ph at 8.3 alkalinity is high im not sure what number but im adding calcium and its begun to come down nitrites are pretty much non existent nitrates are at 10 on my testing kit which is between ideal and the ok level so that is fine too just a minute ago though he did start swimming around again so i think he might have just been "pouting" but im still not sure exactly
