Puffer fish staying puffy AHHHH

I have a Valentini Puffer fish , lately he has been puffed up and not deflating. I have a Niger trigger fish a Picasso trigger fish and A Porcupine puffer fish. All of my fish have gotten along really well and none of my fish have ever been aggressive towards each other. I dont think that my puffer is being threatened by any of my other fish so why is he staying puffed up ? 8O
 
He could possibly be filled with air instead of water which is often dificult for them to get rid of. Pufferfish that inflate should never be taken out of the water. I know of porcupine people will/can actually hold the fish with it's mouth towards the surface of the water and very gently try and massage some of the air from their belly.
 
Was the puffer removed from the water? If not, I would suspect that the puffer is under the feeling of constant threat perhaps.
