Sick bubble tip anemone?

I got him from a reliable salt water shop & had it two weeks it looked healthy but I moved it a few days ago to a diffrent part of my tank and it doesn't look so good anymore. I was very careful with the foot but I'm worried I hurt it.
I did a partial water change yesterday & just tested the water and it seems fine.

30 gallon tank
PH 8.0
Ammonia 0ppm
Nitrite 0ppm
Nitrate 5.0ppm

What kind of light do you have?

Phosphates?

It may be your lighting is not strong enough. Anemones need 4 watts a gallon plus.
