Sick cardinals or bullying?

We have 3 P.J. Cardinals, all of them have ragged looking tail fins, and 2 of them have a single white spot on the center of their left eyes, however their eyes don't appear cloucdy. I have noticed this for a while. One of them is getting worse (the whole tail fin is almost gone) the other 2 appear to be getting better. There is one cardinal that has a longer tip on it's 2nd dorsal fin; this one bullies the other 2 cardinals around, so maybe it's aggression?

I have 3 as well. None have spots over their eyes. As for the fins the most dominant one has the longest and the least has the shortest.
They do tend to hide in rocks more and that may have a impact on the fins.
 
Cardinals don't pair up as they are a schooling fish. But they do have a dominance hierarchy which involves some chasing. Sometimes thru the rocks.
