Sick clown goby

My clown goby hasn't eaten much in a week and now it seems to have bumps on its head. The bumps don't look white but he isn't eating and the water seems to be fine. Do you think this is ich? There isn't much in the tank with him just a clownfish, snails and some frags all seem to be fine.
