Sick Ocellaris Clownfish

Hi, I got a new clownfish about a week and a half ago. He started out great but about 3 days ago he stopped eating. I tried to offer him flakes, pellets, and brine shrimp. He wouldn't eat any of it. He kind of just hovers during the day but at night he swims all around the tank. Now today I noticed these marks on him and a stringy looking thing on his eye. I really don't understand because my water quality seems ok:

Ph: 8.2
Nitrites: 0
Nitrates: 0
Ammonia: 0
Salinity: 1.025

The only other tank mates he has is my my cleanup crew, so I don't think that is stressing him out. Here is a picture:

If anyone has any idea of what the problem may be please let me know. Thanks
