Starfish commuting suicide?!

I have recently acquired a blue starfish, after reading everywhere that it must not be subjected to any air and that it must remain submerged at all times I am horrified to find that it has crawled to the top of the tank and has one arm out of the water!! What does this mean? What do I do?!
 
He will be OK I have had several linknia`s and they are OK if a leg or two are out. Its the mouth that can not be exposed to air. If its just a leg they are ok. A lot of times they will have their legs back to the water level hoping to catch some food particles.
 
Phew, I've tried to push him down a bit bit he really does stick fast, it's a pain in the neck to be honest as I can't do a water change unless I move him and I worry that il hurt him trying to push him or move him? :-/
