Torch with brown jelly?!

I got this torch a few months ago and its already starting to show signs of growth and splitting. I just did a water change yesterday and noticed it today. At no point during the water change was it exposed. There was also 1/2 flow to the tank during the entire water change. Nitrates are never higher than 7ish.

So is this brown jelly disease? Click image for larger version

Definite brown jelly. Frag that head and give it a nice dip in lugols or another iodine based dip
