Treating Fis For Fin Rot

I have a 65 gallon tank with fish, shrimp, star fish, crabs, snails, and a scollop. One of my fish, a swallow tail angel has fin rot. I think it is bacterial. Can I safely treat the entire tank? I doubt I could ever catch the fish due to a large amount of rock.
