What's going on with my Kenya Tree?

I've had it for a few months now and it has been growing very well. I was out of town for the weekend and when I returned on Monday I noticed it wasn't opening up except for the newest sprout. I did a water change like I regularly do the next day, but it has now been 4 days and its still not opening up.

Now today I noticed that little balls are coming off of it, some of them with spiderweb like threads coming off it.

All my parameters seem to be fine. My lighting is CFL's and they are 8 months old.

Is it dying? Is it reproducing?
