Beta fish question

So. I got a micro 4 gal tank for a beta.
He just stays up against the intake a lot and seems to swim funny.
Do they have a problem with the flow in these tanks?? Other folks seem to have no issues but my first beta in the tank did fine in a fishbowl and died with days of going in the micro tank. This new guy seems unhappy too.

The micro has cycled water and tests fine.

Not an expert but our betta is majorly lazy it sits on top of the filter or sits on top of everything else he's very reluctant to swim unless he's being fed. You could wait for better advise I'm just letting you know mine is similar ! Hope he's ok though :)
 
If the tank is cycled and he is eating, there should not be a problem.

Bettas are lazy fish, they like to sit. Have plants for him to sit on. And maybe some type of cave decoration for him to go in and out of.

Mine is in a heavily planted 10 gallon with a few cory cat babies. He stays in his plants and will swim around every now and then.
