Betta finrot is severe

Hi, I have a betta in a heated, cycled 5 gallon tank with no tankmates. I've been doing daily water changes and getting rid of my cyanobacteria problem for over a month, and his finrot has not improved at all. I added some IAL, and I dose all the new water with stress coat and have been giving salt baths for around 3 days, but it got to the point where his tail was clearly rotting (white and red edges) with more falling off every day. He is still very active and takes food well, but I have begun dosing Kanaplex. I recently got Paraguard, should I dose them both? He isn't showing any new regrowth, and I can actually see a section of his tail which is starting to fall off right now. What should I do? Should I do Paraguard baths? Get Seachem Stressguard? Dose both Paraguard and Kanaplex?
