Betta Fish Fin Rot?

So I got this male delta tail betta 2 days ago, and I want to know what the deal is with his tail and fins? I've never delt with fin rot before, and it seems like he might have just injured himself before I bought him or something else happened to his tail, but I don't understand the fin curling. Is thay due to stress from being at the pet store? He's not lathargic and is pretty happy in the tank I have him in now. And he is eating. Can someone help me out here?

Nitrate appears to be around 20ppm and hardness is pretty high. I have hard water where I live.

if his behavior is fine and he seems happy so far, it may have been something from before. I would wait and see if it gets better or worse, and if it gets worse then I would worry about it. if it is a past injury it should not get any worse unless it is infected.

it could be fin rot, but it could also be stress. The fin curling can also mean that he's healing from some injury or disease from before. once his fins curl, though, they will always be like that.
