Two days ago I noticed that one of my neon tetras has a bulging eye then today one of my blue rams does. What's happenning? Is it fatal?

I don't have tetras. But popeye in general can have many causes, from parasites to a bacterial infection. It is sometimes the result of infrequent water changes.
It's rarely fatal, but it should be treated. Try an antibiotic first, unless you can see parasites, then try an anti-parasite med. Use a QT tank so you don't hurt the bacteria in the main tank.

try mardel's maracyn with biospehers, i had popeye in an oscar once and that stuff cleared it right up within two days.
