cory with popeye?

Any idea what could be wrong with this poleatus cory? both his eyes have become cloudy and popped out. He is a fairly recent addition to a 20g community planted tank.
water parameters are
ammonia=0ppm
nitrite=0ppm
nitrate=10ppm as of this morning.
There was a 25% PWC on Thursday
Also in this tank are
3 marble hatchets
6 neon tetras
3 poleatus corys
6 white clouds

No other fish seem to be afflicted I am attaching a not too good photo. Can anyone help?
Should I QT him?
He still moves about some and He was exploring the bottom of the tank for a little while l;ooking for food.

How long ago did you get the cory? If it was very recent as in, a few days ago, it may be caused from stress. Regardless, I would QT if possible and treat with an antibiotic such as tetracycline or maracyn-two. Popeye is usually caused by either a bacterial infection or severe stress.

Just got him on Thursday but unfortunately this morning before I could QT him he was belly up on the bottom of the tank. The others I got at the same time are thriving I guess he couldn't handle the stress.
I read up some on popeye and if it was popeye then he had it at the LFS. everything I've read says it comes from poor water quality. I work hard to keep my water pristine and all my other fish are just fine and dandy.

Sorry to hear about your loss. He did most likely come that way from the lfs.

I agree with Zagz. Since you just got him, I would attribute it to stress and not something you did.

Sorry to hear about the fish.
