Does my fish have ick?

To me personally it looks more like he's injured. He is a passion danio and I have him in a 36 gallon aquarium with a school of 6 bentos tetras, 4 rummynose tetras, 3 other passion danios, and an angelfish. (My angelfish is not aggressive at all he's very mild mannered). Sorry for the horrible picture quality.

If it is either of those, how do I treat him? Is there a special food I have to give him, heat the water, medicine, etc. and what brand would you recommend? Also, do you think it's real bad or that he has a chance.
