Fish not 'breathing' properly, help please???

Is it normal for a fish to sit for long periods of time with their mouth slightly open and not moving???

depedning upon the specie it can be normal or a sign of a disease.

what fish is it?
what size tank?
what other fish are in the tank?
what are the parameters?
is the tank cycled?
any new inhabitants
