Goldfish in dire need of diagnosis

Hi all.
My ranchu goldfish seems to be dying.
It lives in a 55gal with one other goldfish and 4 mystery snails. Temp stays around 70, or whatever room temperature happens to be. I have a sun sun canister filter.
PH is 8. I have been struggling with high ph for awhile with this tank. I am working on it with peat moss and possibly buying an OR filter.
Amonia is 0
N3 is 0
N2 0

The ranchu hasn't eaten in 3 days now. It was just hanging out at the top corners of the tank and was listless. Today I found him sitting on the bottom of the tank. There seems to be damage around his gills, I'm thinking maybe flukes? I don't have a microscope and can't diagnose for sure. I will attach photos and videos via igmur links.
My current course of action is to move him to my quarentine tank. I will dose him with prazi pro, and maybe salt but not immediately.
Please help me figure this out. If I can save him I want to. He is very beautiful with a great personality

I'd treat it as if it were flukes just to be safe. There is definitely something on his gills but it's still hard to tell what it is exactly.

Putting chemicals into the tank water is risky. The best thing for your fish is to maintain pure water conditions by removing and replacing at least half the water every week and do a good job of vacuuming the bottom material. I would definitely add a bit of standard aquarium salt to the water change water. A teaspoon or two for every 5 gallons of water is enough to stop the reproduction of a parasite, if this the problem. Most, if not all pathogens won't tolerate traces of salt in the water. Keep up the water changes and dose the salt until you see improvement. You can also add a bit of organic minced garlic to the fish's diet. This is high nutrient and should help get the fish healthy again.
