He doesn't flare

I know this might sound a little over kill but my male betta won't flare.

Male crowntail betta won't flare but behaves normally every other way.

I have no idea, should probably get some test strips.

Tank is 5 gallons set up for about 3 weeks

Filter is tetra 10i

1 betta (inch and a half) 2 golden apple snails (1 inch + 15/16 of an inch)

changed the water last Thursday 33% never vacuumed gravel I change water once a week

Had fish for 15 days

I added one mountain decoration last Thursday during the water change

I feed him Tetra color enhancing betta bits. 6 days after getting him I started to give him brine shrimp.

You should get a liquid test kit. If it's a new tank without seeded media it's still cycling so it's possible there's toxins in the water that is affecting him. The API Master kit is best (strips are cheaper in the short-term but are inaccurate and you'll use more of them).

What dechlorinator are you using? Until you get your test kit, do more frequent water changes, I'd say 50% every two days just to be safe and definitely vacuum the gravel.

Also are you sure it's male? Sometimes it's hard to tell and they can be mislabeled at the store. Can you post a pic?
