Help!!

All my guppies are dead within a week. And they die one at a time. I found out that,

The centre portion of the tail will turn black
Then it will loss it's color till white although the rest of the tail is ok with colors
After a few hours, the whole tail will loss it's colors and turn white
Then the whole tail will dis-integrate and drop off
Eventually, the fish will die

What happen?
What should I do? I change 75% of the water
This also caused my cardinal being infected. However, the cardinal will have white patches on it's top fin and slowly will spread to half of its body and eventually die.

All this can happen within 7-8hrs.
 
Sounds like a bacterial infection vincent; quite likely columnaris. I suggest a broad spectrum antibiotic; tetracycline or kanamycin would be my first choices, and if you find them in a medicated food as opposed to a medicine to add to the water, even better.
