Help sick beta

Help, I have had this male beta for around two years, these past couple days he has not been swimming. Tonight when I went to feed him he was sitting at the bottom of the tank, his gills looked white and inflamed, his scales were puffed out and he was breathing very slowly. Is there anything I can do????

All levels are normal

Oh if his scales are all puffed out like a pinecone he might have dropsy, which I hear is incurable.

45 gal. freshwater and 10 gal. female betta tanks
