I did my second dose of general cure today. Should I wait 48 hours, do a PWC , and then the tetracycline? Or throw it in earlier.

Should be fine to do sooner rather than later. Doing a big pwc beforehand is a good idea though, just to be safe.
Remember to remove carbon filters if you have them running for the tetracycline.
