Is this a Turtle? or a Tortoise?

A Tortoise should not be living in a tank full of water. It will drown.

Is this a Red Eared Slider turtle?

If so it also needs a place to get out of the water and special UVB light bulbs to give it light so it can manufacture vitamin D, utilize calcium in its diet and keep it's bones healthy or risk death.

yes it is a red eared slider turtle but still it doesnt like to come out of water. it pokes its mouth out of water but has its body inside water.
Is it necessary to have uvb lights in aquarium

Yes, its necessary. I used to have a red eared slider and I put them near a place where there is a lots of sunlight, and it became healthy and strong. That was when I was a little kid.
