is this bad?

i was doing a water change (as my tank is still in the cycle mode) because my ammonia was really high and i was curious as to what the inside of my filter looked like...well....it was light brown gross mushy/ gooey ( i included a pic below) i was just wondering if this is bad or not?

my tank has only been running for about 3 weeks now, there is a comet and two snails, fake plants and decor, and playsand as a substrate.

ok good...i thought after awhile the filters were suppose to b like greenish black (algea or somehthing) lol....this is my first aquarium so just making sure everything is ok :)
 
Not greenish, that comes into play if they havnt been changed in a while or you are algae heavy in the tank, a tannish brown to a brown is good, thats just poop and decaying stuff so any shade of brown is a good sign.
