Possibly not but not sure off photo.

Is it like scattered white, well defined sugar crystals on top of scales or just several white blotches within scales on mouth and back towards upper fin?

More like your second option, but not around mouth, just on the sides.

Would suspect fungal or bacterial.

In all my cases of white spot I had bought fish or plants recently if that helps.

If it's fuzzy then it's fungal.
