I don't know whether this would be considered sick or not, he dosen't seem sick. I have a Black Molly who wiggles his whole body to swim because his tail fin dosen't fan out, it just hangs there. He keeps up fine with his girlfriend and eats normally, thus why I say he dosen't seem sick. I'm pretty sure I bought him that way. Is it possible for fish to live fine with what I can only describe as a paralyzed tail fin? Anyone else have a fish like this?

I have a dalmation Molly that does this occasionally. Usually only for the first few inches, then he swims normally. Don't know what the deal is, but my fish seems totally normal.

It is possible it is simply deformed. In most likelihood regardless of illness or not, it will have a shortened life. Keep an eye on it for any bloating or whiteness in the tail area.
