My oto still behaving strange

I posted last week that my oto was behaving strange by hidding most of the time... Then, followed some advice and got more to keep him company... Now he kinda comes out but doesn't suck algae... Strange.
He sits on the driftwood with the fins and belly, mouth not attached to anything.
The other three do their own thing going around and sucking algae...

I wonder if that fish is hibernating? What is wrong?
Fish sleeping all the time? Overfed? Weird...
 
Do you see him eating anything? If not, try throwing in a few algae tabs and see what happens. I've bought them before, thinking they would eat all my algae. This is when I discovered my "algea" was cyano, something an oto won't eat--they were in fact starving to death because they didn't have enough food.
