Nitrate problems

I did a water change Wednesday nitrates are still at like a 20 I have a 55 gallon with three 3 inch angels 2 clown loaches a baby balance red tail shark two blue rams three tetras three plecos a upside down cat and two plates and one gourami and one silver dollar sounds like a lot but none of the fish are big yet I maintain it and plan on getting rid of the gourami and silver dollar all my plecos are relatively small my clown loaches are big yet and once the shark gets to big I'm trading him out any advice for me I've had the fish for months an no deaths so that's good. I just want perfect water parameters

As I was taught, 20 nitrates or less is good...why do you think it isn't?
