My brother has an old tetra, and it has this issue where after it eats, it bloats and floats near the top til it can expel the waste, then it can swim again.

Is this just old age, or can it be treated?

Blanched, chopped up peas should work. Just get some new food as soon as you can (the other stuff is most likely spoiled... Not your fault, just happens) start feeding the peas until you can get the food (about five days if you get it sooner) and then slowly supplement the usual food in once you get it. After that, just feed peas 2-3 times a week for a while, and then just kind of slowly fade off of it, with just supplementing peas once a month to keep it from coming back. Hope he improves! :D
