Please help: Cut on my Goldfish's chin or infection?

Hi I have 2 gold fish and have had one of them for 3 years (Freddie). The other I have had for almost 1 year (Tubby).

They have a 22 gallon tank and have good filtration. I do a 20-30% water change 1 per week and use 'Aquasafe'. I also do a home water testing kit once every 2 weeks.

Freddie is about 4 inches long and Tubby is about 2.5 inches long.

Tubby has a orange swelling/protrusion under the front 'chin' gill on the left hand side. I'm not sure if this is an infection of i Freddie is being too boisterious at dinner time?

I can't really see in the pic, it's pretty small. What color is the lump?
