Question about about fin Rot

I have a question about fin rot. All my guppie fry have there tail fin rotting away there just getting big enough to show color and almost 90% of my fry 3-4 of them the rear fins are rotting away.

What cause this. all the older fish are fine. Is this a birth defect or something wrong with tank

all my level are good ph is alittle high 8.0 its a 29 gallon tank
 
Does it look like fin rot with the red streaks in their fins and near the base?

Well if it's hard to tell, then it might not be. Other fish may be nipping at it or what have you.

sorry i didnt see the photos the first time. no it dont look anything like that must be the other fish nipping at them.

Will they grow back or stay like this.

I've had fish that grew back their scales, fins and tails, but it grows back very slowly. From my experience, tails and fins grow back a lot slower than scales do.
