Raised dark red spots on my Fantail Goldfish

Hi, i've just joined the forum after noticing lumps on my girlfriend's goldfish.
He/she (not quite sure) is an 8 year old fantail goldfish and he's just developed 2 small, raised, dark red spots on his chin area. One on the side and one underneath. I've taken a few pictures on my phone but it's not very easy to see.
He's been quiet recently, resting near the bottom behind his plant, but interacts with us when we're by the tank. He's generally a happy and active fish.
He's about 13cm long plus tail.
The tank is roughly 55 x 35 x 35 cms.
I'm not sure what the water quality is like i'm going to get it tested soon.
Stingray 5 air filter.
The tank's been the same for 8 years (it's been moved to another room in the last 7 months) and is cleaned on a monthly basis with a complete water change. The last one 3 weeks ago.
It's just the one fish.
We did add a new plant a week ago.
We have been using a new brand of food for the last few months.
He seems happy enough but concerned about these lumps.
Please help.

Really can't even take a stab at what this is without a good pic.

Possibilities include:
Costia - a parasite, typically gives hemorrhages at the chin area
Bacterial infection giving "injected" or reddened veins, or surface inflammation/ulcers
Injuries

Anything else you noticed? such as:
when did this appeared?
activity level changed?
clamped fins?
flashing (scratching body against object)?
other spots & bumps?
eating & pooping normally?

Also, what kind of goldfish - single tailed or fancy?

Sorry, more questions than answers at this point.
