Ropefish problem

My ropefish seems to not be able to swim down to the bottom of my tank he just floats and sluggishly swims at the top. I'm assuming this is a swim bladder problem but im not sure. Any ideas?

What do you feed him and how often?

Omega one shrimp pellets mainly and blood worms from time to time every other day
