sick black neon tetra

I have one black neon tetra who has something weird going on. For a few days, he was staying apart from the others down near the gravel, kind of pale, not eating, and "gasping." Then yesterday, I saw gas bubbles coming out of his side 8O . I transferred him to a 10 gal QT. He's still pale, not eating. Not bubbling anymore. No other visible problems, except maybe a little swelling in the lower jaw.

Tank info:
55 gal FW planted, inhabitants in sig. Filter AC70 (mature Fluval 2+ moved from main tank to QT). Temp 78F.
Ammonia 0ppm
Nitrite 0ppm
Nitrate 10ppm
pH 8.4
Measured with AP FW master test kit, all readings are stable.
No new additions/changes that I can think of.

So has anyone seen a fish bubbling? Any ideas what this is? Treatments?
