Sick black skirt

My tetra is hanging near the top, appears to be breathing heavy and has some white stringy stuff on him. It's an established tank, he's been in there for a few weeks and is just now showing signs. Tank parameters are in check. He's going into quarentine tomorrow. Need to figure out what this is.

Where is the stringy stuff? Could be worms or a parasite
