sick fish

my neon tetra is at the top of the tank and is struggling to swim and its fins are torn please help me .

Not trying to be rude, but why couldn't this be in the thread you started just an hour ago asking about this same neon?

Hopefully someone can come in and help, I fortunatly haven't had to cure many sick fish. But I can tell you that the first thing anyone is going to ask is what your water params are...
