Sick Pelvicachromis taeniatus

I have a male Pelvicachromis Taeniatus(30mm/1.5inches long) that has been sick and not eating for about 3 weeks.
I have him in a small 22litre tank which has been set-up for 3 months
ph 6.3 soft water well planted with crypts,hortwort,water sprite,riccia
ammonia0,nitrite 0,nitrate 0
33% water change and gravel clean....weekly
I small sponge filter and small hang-on filter(300 litres /hour)but hang-on turned off whilst medicating.
1mm sand gravel
Foods rejected..flake food.color-bits,high protein pellets,white worms,black worms, mosquito wrigglers,brine shrimp
Live food removed after a day...brine shrimp after 2 hours
No other fish in the tank....just snails

I've treated him for internal bacterial infections,worms,gill flukes but he doesn't seem to have begun eating.

I've been keeping in an unlighted tank and need to shine a torch on him to check his progress....of late each time I shine the light on him he has a bit of a fit,opening his mouth and gills and twitching his head.

Any ideas why he would be doing this only when the light is on him???
 
Thanks....but he's no longer a problem

In the end I think I did too much research and treated him for a lot of diseases he didn't have....should have just stuck to antibiotics and given several treatments???

His brother and sister are doing well!
